GES Settles Three Years Academic Arrears
The Ghana Education Service has commenced payment of outstanding academic intervention arrears owed to eligible staff of Senior High Schools and Senior High Technical Schools, bringing closure to a protracted liability that has strained morale across the secondary education sector. The disbursement covers obligations accumulated over a three-year period.
According to the GES Communications Directorate, the arrears relate to allowances and intervention packages designed to incentivize teaching, supervision and co-curricular delivery in SHSs and SHTSs. Beneficiaries include classroom practitioners, departmental heads and technical instructors whose entitlements were deferred due to fiscal constraints and verification bottlenecks. The Service stated that payment schedules have been transmitted to Controller and Accountant General’s Department for onward crediting.
Education economists note that delayed remuneration corrodes pedagogical efficacy and retention. When allowances remain unpaid, teacher absenteeism rises, extracurricular programs atrophy, and institutional commitment diminishes. The settlement is therefore positioned not merely as a fiscal rectification but as an intervention to stabilize the instructional ecosystem ahead of the academic year.
The arrears issue has been a recurrent flashpoint in negotiations between GES and teacher unions. Unions have consistently argued that academic interventions are contractual, not discretionary, and that default undermines trust in public sector employment. Management, for its part, cited budgetary misalignment and the need for biometric validation to forestall ghost claims. The current payment reflects a convergence following audit and reconciliation exercises.
Beyond the immediate relief, the development signals a policy pivot toward fiscal predictability in education financing. Stakeholders are urging GES to institutionalize automated tracking of allowances to prevent future accumulation. They also recommend ring-fencing intervention funds within the budget cycle to ensure timely execution irrespective of macroeconomic volatility.
For thousands of educators, the payment restores dignity and purchasing power. For the system, it offers a chance to recalibrate relations between administration and staff. The true test will be sustaining that momentum so that arrears become an aberration, not a tradition.
