Gov’t Disburses GH¢10.8bn DDEP Coupon, Bolsters Investor Trust

In a decisive affirmation of fiscal discipline, the Government of Ghana has honoured its Domestic Debt Exchange Programme obligations with a full cash payment of GH¢10.82 billion to bondholders, a move hailed as pivotal to restoring market confidence amid ongoing macroeconomic recalibration.

The disbursement, executed on schedule, represents the third consecutive cash settlement under the DDEP framework and elevates cumulative payouts to GH¢41.36 billion since 2025. The Ministry of Finance described the transaction as a categorical fulfillment of sovereign commitments, emphasizing that liquidity was mobilized without recourse to additional domestic borrowing. According to the Ministry of Finance news report, the payment was designed to reinforce Ghana’s creditworthiness and attenuate sovereign default risk as the nation navigates its post-restructuring trajectory.

Finance Minister Dr Cassiel Ato Forson, who had earlier signaled the government’s intent during the 2026 Mid-Year Budget Review, underscored that consistent debt servicing supersedes rhetorical assurances. He noted that the administration has prioritized predictable cash flows to institutional and retail bondholders, including banks, pension funds and insurance entities, as a cornerstone of credibility. The Minister further disclosed that Ghana has concurrently remitted $2.1 billion in principal and interest to Eurobond holders since January 2025, a strategy calibrated to preserve foreign exchange reserves while signaling resolve to external creditors.

The DDEP, instituted as a linchpin of Ghana’s debt sustainability architecture, entailed the reprofiling of domestic instruments to alleviate fiscal pressures precipitated by the 2022 debt crisis. By meeting obligations in full and on time, authorities contend that investor sentiment is being rehabilitated and the pathway to re-entry into international capital markets is being methodically reconstructed. Market analysts observe that the punctual settlement may catalyze renewed appetite for Ghanaian securities, contingent on sustained policy coherence.

Looking ahead, the Ministry has pledged unwavering adherence to the DDEP amortization schedule, assuring stakeholders that future coupons will be discharged with similar alacrity. The posture reflects a broader governmental imperative to anchor economic stabilization in tangible performance rather than proclamations.
