Ghana Govt Names Russian Suspect in Sex Scandal

The Ghanaian government has officially identified the Russian national accused of secretly recording intimate encounters with Ghanaian women as Vladislav Luilkov. According to Communications Minister Sam George, the government is committed to ensuring the suspect faces justice, citing Section 67 of the Cyber Security Act, 2020 (Act 1038).

Minister George revealed this after a meeting with the Russian Ambassador to Ghana, Sergei Berdnikov, alongside Minister for Gender, Children and Social Protection, Naa Momo Lartey. They presented information on Luilkov’s alleged activities and reiterated their commitment to protecting Ghanaian citizens.

The government has activated international legal action through INTERPOL to apprehend Luilkov once he leaves Russia. Ghana and Russia do not have an extradition agreement, but authorities are exploring other avenues to bring him to justice.

According to Ghanaian authorities, Luilkov allegedly lured women into his apartment and recorded their intimate moments without consent, circulating the videos online for financial gain.

The Ministry of Gender, Children and Social Protection has set up a victim support desk, offering psychological and emotional care to affected individuals. The public is cautioned against sharing or redistributing the alleged footage, as this constitutes a criminal offense.

The government remains resolute in protecting citizens’ privacy and dignity, pursuing all lawful avenues to ensure justice is served.
