The Ministry of Education in Accra has announced plans to set up a Technical Working Committee to comprehensively review the Computerized School Selection and Placement System after the current placement exercise, aiming to restore credibility, equity and efficiency in senior high school admissions nationwide.
The decision follows escalating public concern over protocol allegations, cut off opacity and parental distress linked to the ongoing SHS placement cycle. The Ministry says the committee will be mandated to audit the architecture of CSSPS, interrogate discretionary protocols and propose structural reforms that insulate merit from influence peddling while enhancing transparency in school allocation.
The Minister emphasized that the review will not disrupt the ongoing exercise but will gather real time data, stakeholder feedback and placement logs to inform evidence based redesign. According to the Ministry, the Technical Working Committee will include technocrats, Ghana Education Service officials, heads of second cycle institutions, parent associations and independent IT auditors to ensure broad ownership of the outcome.
In Ghana education management, CSSPS was introduced to eliminate manual interference by automatically matching Basic Education Certificate Examination scores to available vacancies using merit, choice and catchment principles. Under Free SHS policy, placement determines boarding status, programme allocation and progression pathway, while WASSCE grading later measures learning outcomes. Persistent complaints about protocol slots, hidden cut offs and system downtime highlight the need for continuous reform, including real time publication of school thresholds, audit trails and whistleblower protection mechanisms.
The Ministry assured parents and students that findings of the Technical Working Committee will be published and implemented before the next academic cycle, with legislative backing to criminalize unauthorized admissions. Stakeholders anticipate that a transparent review could reset public confidence, safeguard meritocracy and ensure that the second cycle gateway remains equitable for every Ghanaian child regardless of background or connection.
