Mahama Unveils Plan to Overhaul Public Sector Pay

 

 

President John Dramani Mahama has announced plans to elevate the Fair Wages and Salaries Commission into a constitutional authority, tasked with determining emoluments for all public service workers, including the President. According to #JoyNews, this move aims to address longstanding disparities in public sector pay and promote transparency.

 

The proposed Independent Emoluments Commission will develop a comprehensive national policy to harmonize allowances, address pay disparities, and strengthen performance-based compensation. President Mahama emphasized that the reform seeks to move away from fragmented, ad-hoc decisions towards a system that is fair to workers and sustainable for the country.

 

During a high-level dialogue with Organised Labour, President Mahama stressed the need for urgent change, citing persistent pay disparities, recurring labour disputes, and mounting pressure on public finances. He assured labour representatives that the government will consult them at every stage of the process.

 

The President noted that the transition will be implemented in phases, beginning with targeted adjustments to allowances, to maintain macroeconomic stability while building a credible and sustainable national emoluments framework. The Fair Wages and Salaries Commission will be strengthened to serve as the technical backbone of the new structure.

 

According to #GhanaWeb, President Mahama emphasized that the reform is not about dismantling progress achieved but about creating a transparent, rule-based, and evidence-driven system for public sector pay. The proposed commission will establish a transparent framework for determining salaries and benefits, guided by factors such as productivity, labour market conditions, fiscal sustainability, and national development priorities.
