Constitutional Review Committee Proposes 5-Year Presidential Term

Ghana’s Constitutional Review Committee has recommended extending the presidential term from 4 to 5 years, aiming to give governments more time to implement policies without constant campaign pressure. The proposal, presented to President John Mahama, suggests this change will allow for more effective governance and stability.

The Committee, chaired by Professor Henry Kwasi Prempeh, cited that a significant portion of a 4-year term is lost to administrative transition and electioneering. They propose regulating campaign seasons to reduce prolonged political activity distracting from governance.

The recommendation does not include a third-term option for presidents, with Prof. Prempeh stating there’s no public demand or political appetite for it. The Committee consulted with former presidents, including John Kufuor and Nana Akufo-Addo, and emphasized strengthening institutions and checks and balances.

President Mahama described the report as a “Christmas gift” and assured careful consideration of the recommendations. The proposal is expected to spark national debate ahead of possible constitutional amendments.

The Committee’s report aligns with some experts’ views that Ghana’s development agenda requires strategic leadership continuity. However, any changes would require a supermajority in Parliament and potentially a referendum.
