Klottey Korle Seat: DVLA CEO Julius Kotey Declares Bid
Chief Executive Officer of the Driver and Vehicle Licensing Authority, Julius Neequaye Kotey, has declared his intention to contest for the Klottey Korle parliamentary seat. He said he has the constitutional right to vie for the constituency, which covers parts of Accra including Osu, Adabraka and Asylum Down, ahead of the next general elections.
Kotey made the declaration while responding to questions about his political future and alleged interest in the Klottey Korle seat currently held by the NDC. He explained that public service does not disqualify any Ghanaian from seeking elective office, provided due process is followed. His comment has sparked debate within party circles in Greater Accra.
According to Julius Neequaye Kotey, he has the right to contest for the Klottey Korle seat as a citizen and as a native with deep ties to the constituency. He argued that his experience at DVLA, where he has led digital reforms and revenue mobilization, positions him to bring pragmatic leadership to Klottey Korle if given the mandate by delegates and voters.
Klottey Korle is one of the most competitive constituencies in the Greater Accra Region. Located in the heart of the capital, it includes cosmopolitan communities with diverse voting patterns. The seat has historically swung between the two major parties, making it a hotspot during NDC and NPP primaries. Under Ghanaian law, a public officer seeking to contest must resign or take leave in accordance with Article 94 of the 1992 Constitution.
The Driver and Vehicle Licensing Authority, where Kotey serves as CEO, is mandated to license drivers, register vehicles, and promote road safety. In recent years, the DVLA has introduced online renewal, digital driver license verification, and premium service centers to reduce fraud and middlemen. Its reforms are often cited as an example of digitization in public sector institutions.
Political watchers in Accra say his declaration sets the stage for an intense primary in Klottey Korle. Supporters argue his grassroots connection and administrative record give him an edge, while critics say he must first focus on completing reforms at DVLA. The contest is expected to shape early alignments ahead of the 2028 elections.
