The Volta Regional Women Organiser of the National Democratic Congress (NDC) and Volta Regional Coordinator of the School Feeding Programme, Delphia Fafa Agbai, has dismissed claims that she personally controls the allocation of school feeding contracts in the Volta Region.
Speaking in a live televised interview on Ewenyigba TV with Tony Mark-Boye on Wednesday, 4th November, 2026, Madam Agbai said the claims are false, malicious and intended to damage her reputation ahead of the NDC Regional Elections.
She explained that the distribution of school feeding contracts is governed by a well-documented and widely circulated directive from the School Feeding Secretariat, which is applied uniformly across the country.
According to the directive, Metropolitan, Municipal and District Chief Executives (MMDCEs) are responsible for the sharing of school feeding slots, in consultation with the Director of Agriculture, the Health Director, the Chairman, the Secretary and the Women Organisers in the respective districts.
Madam Agbai said she coined the slogan “No Women Organiser, No School Feeding” to ensure that women organisers are duly consulted in the process, as required by the guidelines. She added that only hardworking applicants with the capacity to pre-finance the programme were selected to execute the contracts.
She further clarified that once a joint decision has been taken at the district level, the District Chief Executive writes to her. As Regional Coordinator, she then registers the selected persons and issues them their contracts.
“Each and every one of the 18 districts was responsible for selecting those who were put in charge, and not me,” she stressed.
Madam Agbai described the allegations as malicious, diversionary and frivolous, aimed at whipping up negative sentiments against her. She said they form part of a smear campaign to malign her as she seeks re-election as Volta Regional Women Organiser in the NDC Regional Elections scheduled for 13th and 14th October, 2026.
