US President Donald J. Trump has announced what he describes as a historic agreement for the complete disarmament of Hamas and all other armed groups operating in the Gaza Strip, declaring the development a major breakthrough in efforts to restore peace, security and stability to the war-ravaged Palestinian territory. In a public statement shared on Friday July 31, President Trump said the agreement forms a central component of his proposed 20-point plan for resolving the conflict and would be implemented in carefully structured phases. He described the arrangement as laying the foundation for a new Palestinian government that would administer Gaza while working alongside a newly established Board of Peace and an international security mechanism.
According to the President, the agreement envisages the gradual disarmament of militant groups, followed by the withdrawal of Israeli forces as implementation progresses. Security responsibilities would subsequently be transferred to an International Stabilization Force working in partnership with a newly constituted Palestinian police service to maintain law and order and safeguard residents. Mr. Trump said the proposed framework is intended to ensure that Gaza is no longer used as a base for attacks against Israel while creating conditions for long-term peace and improved governance.
He argued that the initiative represents a significant turning point after months of armed conflict, humanitarian suffering and the continued captivity of hostages, adding that although substantial progress had been made, further work remained before lasting peace could be achieved. The President praised Egypt, Qatar and Türkiye for their mediation efforts, describing their engagement as instrumental in securing the reported breakthrough. He also commended members of his negotiating team for what he called their tireless work in advancing the agreement.
Mr. Trump further stated that the security threat that emerged from the October 7 attacks would not be allowed to re-emerge under the proposed arrangement. He maintained that the agreement would ultimately place Gaza under the administration of a new Palestinian government focused on serving the interests of its people.
While the announcement presents an ambitious roadmap for Gaza’s future political and security landscape, implementation will depend on the formal acceptance and cooperation of all parties involved. As of the statement, no independent confirmation or detailed implementation framework had been provided by the other principal stakeholders to the conflict.
If successfully implemented, the proposal could mark one of the most significant diplomatic developments since the outbreak of the Gaza war, potentially reshaping governance, security arrangements and reconstruction efforts in the territory while influencing the broader Middle East peace process.
