A human rights advocate has petitioned President John Mahama to dissolve the Governing Board of Ghana’s Right to Information Commission (RTIC) over alleged “systemic failure” and “abuse of discretion”. The petition, filed by Theophilus Ken Dorman, claims the RTIC has consistently failed to enforce its own orders, despite clear powers granted under the Right to Information Act, 2019 (Act 989).
According to the petition, public institutions routinely defy RTIC directives without consequence, rendering the law “toothless” and undermining public trust. The RTIC’s alleged inaction has enabled unlawful denial of citizens’ right to information, constituting a fundamental human rights violation.
The petition cites specific unresolved cases, including Commonwealth Human Rights Initiative versus the Ghana Police Service, and Perfect Vision Initiatives versus the National Signals Bureau. These examples, Dorman argues, demonstrate the Commission’s loss of public credibility and justify its dissolution.
The RTIC was established to promote transparency and accountability in public institutions. However, its perceived ineffectiveness has sparked concerns about corruption and secrecy. Dorman is calling for a new board with proven integrity and commitment to transparency.
President Mahama’s response to the petition will be closely watched, as it may signal Ghana’s commitment to defending constitutional rights and openness.
