Mahama Debunks Claims Government Bans Preaching On Trotro Buses

President John Dramani Mahama has debunked claims that the government is promulgating a new law to prohibit preaching on commercial vehicles (trotro) in Ghana. The President described the viral reports as false and misleading, during his Resetting Ghana tour in the Ahafo Region on Friday, October 9, 2026.

He explained that there is a long existing law that prohibits preaching and hawking in moving vehicles and stationary vehicles, and it is nothing new. According to him, the law has been in the Road Traffic Regulations (LI 2180) for years and was only being enforced by the Ghana Police Service and the National Road Safety Authority (NRSA) to ensure passenger safety and reduce distractions for drivers.

President Mahama stressed that the law is not targeted at the church or at Christians, but applies equally to preachers, hawkers and anyone who distracts drivers or inconveniences passengers in both moving and stationary vehicles. He said enforcement is for public safety, as many accidents have been linked to driver distraction and overcrowding caused by unauthorized activities in commercial vehicles.

The President said his government respects religious freedom as guaranteed by the 1992 Constitution and will never ban preaching of the Gospel. He urged Ghanaians to disregard social media rumours that government wants to stop evangelism, noting that his administration includes many pastors and believes in the power of prayer for national development. He called on the clergy to support road safety education instead.

The Road Traffic Regulations 2012, LI 2180, Regulation 169, prohibits selling, preaching or any activity that distracts passengers or driver in commercial vehicles, with fines for offenders. The Ghana Police Motor Traffic and Transport Department (MTTD) has in recent weeks arrested some preachers and hawkers who refused to comply, sparking public debate and false claims that a new anti-preaching law has been passed.

Many Ghanaians on social media have expressed mixed reactions. While some support enforcement for comfort and safety in trotros, others say preaching in buses is a long-standing evangelism tool. President Mahama urged dialogue between the NRSA, Ghana Private Road Transport Union (GPRTU) and the Christian Council to find a balanced approach that protects both safety and freedom of worship.
