Isaac Kofi Adjei, Head of Research at JoyNews, has disclosed on the Saturday edition of Newsfile that an independent analysis of the South Africa evacuation data reveals troubling discrepancies in the disbursement of reintegration and transport support to returned nationals.
The research unit examined records pertaining to the repatriation of Ghanaians from South Africa, an exercise for which the state reportedly committed forty-nine point seven two million cedis to evacuate one thousand nine hundred sixty-four citizens and to provide each returnee with a five thousand cedis reintegration allowance and a five hundred cedis transport allowance.
According to JoyNews, Adjei stated, “So after our independent analysis, we built a system to actually test this data. We manually also checked all the numbers that we had received and we came out with at least five conclusions that the data that we had did not support so many claims that were made by the Foreign Affairs Minister,” he said, a verdict that directly contradicts official assurances of seamless payment.
That singular revelation cannot be divorced from the broader pattern of irregularities uncovered by the team, encompassing duplicate entries in the payment registers, disbursements processed without beneficiary signatures, and substantial expenditure lines for which supporting receipts were unavailable, all of which undermine the integrity of the audit trail.
The evacuation itself was undertaken following xenophobic disturbances that imperilled Ghanaian nationals, a humanitarian intervention that the Foreign Affairs Ministry had publicly defended as transparent and comprehensive, even as Minority legislators alleged that substantial sums remained untraceable in the Right to Information documents.
Ultimately, the resonance of these findings underscores an urgent imperative for fiscal accountability, meticulous record-keeping, and independent verification in consular emergencies, lest public confidence in state-led repatriation erodes and vulnerable citizens abroad doubt the reliability of governmental protection.
