The conditions of service for pre tertiary teachers are governed by collective agreements signed with government and managed through the Ghana Education Service and Controller and Accountant General Department. Issues often include deprived area allowance, book and research allowance and responsibility allowance. Delays in payroll validation often trigger industrial action.
