President John Dramani Mahama has strongly criticized the traditional global aid structure at the launch of a High Level Panel Report for the Accra Reset initiative titled A Sovereign Future for Health. He described the current system as deeply flawed and unfair to developing nations. The event was held in Accra with global health leaders in attendance.
According to President Mahama, demanding that developing nations practice country ownership over health systems while foreign boardrooms retain total control over funding is contradictory and unsustainable. He argued that true sovereignty in health requires local control of financing, policy direction and accountability frameworks.
The Accra Reset initiative seeks to rethink global health governance and push for equitable systems where African countries lead their own health priorities. President Mahama said the initiative titled A Sovereign Future for Health is a call for a new partnership model that respects national ownership and delivers long term resilience rather than short term donor dependence.
Global health financing has long relied on donor agencies and multilateral boards based outside Africa that decide allocation, procurement and program design. Evergreen health system in Ghana is structured around Ghana Health Service, Ministry of Health and National Health Insurance Scheme, with support from partners like Global Fund and GAVI. Critics say while external funding helps, it often comes with conditions that limit flexibility for local health planning.
The High Level Panel Report under Accra Reset proposes reforms to shift power to national governments, increase domestic health financing and strengthen regional manufacturing of vaccines and medicines. President Mahama said Ghana is ready to lead this conversation and urged African leaders to invest more in health sovereignty to protect citizens against future pandemics and aid shocks.
