Education Ministry Probes BOGISS Sexual Abuse Allegation

The Ministry of Education has launched an urgent investigation into the alleged sexual assault of a 14-year-old student with autism at Bolgatanga Girls’ Senior High School, describing the incident as a grave violation of institutional duty and child protection protocols.

In a statement issued on Thursday, the Ministry condemned the purported actions of two watchmen employed by the school, asserting that educational institutions must function as sanctuaries where learners are shielded, supported and nurtured. It emphasized that culpability rests solely with adults in positions of trust, and that a minor cannot bear responsibility for exploitation perpetrated against her.

The Minister for Education, Haruna Iddrisu, has directed the Ghana Education Service to conduct an immediate inquiry into the circumstances surrounding the allegation and to submit findings without delay. The GES has additionally been instructed to facilitate comprehensive medical care and psychosocial counselling for the student, and to restore her boarding status without prejudice pending the outcome of investigations.

The Service has since interdicted the two accused personnel and referred them to the Police for further procedural action. Officials indicated that the alleged assault occurred during a period when the student experienced a health relapse and required assistance, a context that has intensified scrutiny of safeguarding mechanisms for vulnerable learners in residential schools.

The case has reignited discourse on accountability structures within Ghana’s secondary education system, particularly regarding the vetting, supervision and conduct of non-teaching staff who interface with students daily. Child rights advocates argue that the incident exposes systemic gaps in safeguarding vulnerable populations and underscores the imperative for enforceable protocols, regular audits, and trauma-informed response frameworks.

As investigations proceed, the Ministry has pledged to ensure transparency and the pursuit of justice, while reaffirming its commitment to uphold the safety, dignity and rights of every child within the national education architecture. The outcome will likely inform policy refinements on protection for students with special educational needs.
