The University of Ghana branch of the University Teachers Association of Ghana, UTAG-UG, has voted to embark on an indefinite strike with immediate effect over government’s failure to pay Book and Research Allowance, BRA, and promotion arrears. The decision was reached at an emergency general meeting on Monday, 12th October, 2026, where members unanimously resolved to withdraw all academic services.

According to a statement issued by UTAG-UG, government has delayed the release of the 2025/2026 Book and Research Allowance for more than eight months despite several engagements with the Ministry of Education, Ghana Tertiary Education Commission and the Fair Wages and Salaries Commission. Members say the allowance is critical for research, teaching materials and academic publications required for career progression.

The association also cited unpaid promotion arrears spanning 2023 to 2026, affecting over 300 lecturers who were promoted after rigorous assessment but have not been placed on their new salary scales. UTAG-UG leadership described the situation as unfair labour practice and a disincentive to academic excellence, noting that some members have waited for more than two years for their financial entitlements.

As part of the indefinite strike, all teaching, examination, supervision of thesis and provision of academic services have been suspended until all arrears are fully paid. UTAG-UG has directed its members not to attend departmental meetings, mark scripts or submit results, warning that any attempt to intimidate lecturers will be resisted.

The Ministry of Education is yet to respond officially to the strike declaration, but sources indicate that a meeting has been scheduled with UTAG national executives later this week. Students of the University of Ghana have expressed worry that the indefinite action could disrupt the second semester academic calendar and delay graduation if not resolved quickly.

UTAG-UG maintains that it remains open to dialogue but insists that payment of the BRA and promotion arrears must be the basis for any return to the classroom. The strike at Legon is expected to trigger solidarity actions from other UTAG branches across public universities in Ghana.
