President John Dramani Mahama has launched the High Level Panel Report of the Accra Reset titled A Sovereign Future for Health on the sidelines of the 81st United Nations General Assembly in New York. He declared self reliance for the Global South with health as first battleground against maternal mortality across Sub Saharan Africa.
The President said one year ago through the Accra Reset, Africa rejected the idea that health, dignity and future should remain tied to foreign donor magnanimity. For decades nations of the Global South practiced country ownership while distant boardrooms retained complete control over funding and priorities. He used a striking metaphor that they were handed a broken cauldron and asked to own a soup cooked entirely in someone else kitchen.
Today through the Accra Reset, he declared unequivocally that there can be no ownership without control. However sovereignty is not a blank check. If Africa demands control, it must earn it through strict domestic accountability. In the Resetting Ghana Agenda, government is tightening fiscal management, fighting corruption and building local industrial capacity to ensure domestic pharmaceutical companies manufacture essential medicines locally instead of waiting on foreign aid.
According to President John Dramani Mahama, the report sets out a clear path for a New Global Bargain built on 3 pillars. Ownership backed by real control over resources and production capabilities, Cooperation defined by human dignity and mature equal partnerships with global allies, and Absolute domestic accountability to ensure public resources serve citizens down to the last pesewa.
The report selects health as first battleground with direct focus on ending unacceptable maternal mortality rates across Sub Saharan Africa. Through initiatives like Mother Africa and Business United for Mothers, Babies and Youth called BUMBY, government says commitments will deliver real protection where it matters most. His Guardians Circle includes former Presidents Olusegun Obasanjo, Ellen Johnson Sirleaf and Laura Chinchilla alongside High Level Panel Co Chairs and global partners.
In Ghana system context, health sovereignty aligns with Food and Drugs Authority licensing which regulates drug manufacturing, NHIS financing which pools domestic resources for care, and Free SHS policy which builds human capital for health workforce. Similar to CSSPS placement which assigns students transparently, WASSCE grading which uses 8 point scale from A1 to F9 to measure competency, Energy Commission licensing for safety compliance and Galamsey laws under Minerals and Mining Act for resource control, the Accra Reset seeks to license domestic capacity and accountability.
