New Rules for Okada Riders: Written Tests and More

The National Road Safety Authority (NRSA) is introducing new regulations for okada riders, requiring them to take written tests before receiving licenses. According to Abraham Amaliba, Director-General of the NRSA, the move aims to improve road safety and reduce accidents involving commercial motorcycles and tricycles

Key Requirements for Okada Riders

To operate an okada, riders must meet the following conditions:

– *Age Requirement*: Be at least 21 years old (initially proposed as 25, but later revised)

– *Licensing*: Hold a commercial rider’s license issued by the Driver and Vehicle Licensing Authority (DVLA)

– *Proficiency Test*: Pass a test assessing riding skills, theoretical knowledge, and vision

– *Union Membership*: Belong to a licensed transport union or company

– *Safety Gear*: Wear certified helmets with unique numbers and provide one for passengers.

Why the New Regulations

The government aims to address increasing road traffic crashes and fatalities involving okadas, as well as concerns over safety regulations and disregard for traffic laws. The NRSA emphasizes that rider and passenger safety is the top priority.

Implementation and Penalties

The regulations are part of a broader effort to regulate the okada industry. Riders operating outside licensed unions or companies may face fines of 100 penalty units, imprisonment, or both. District assemblies will grant permits to commercial motorcycle or tricycle unions, designating terminals and stands .

Next Steps

The proposed regulations will be reviewed and finalized after stakeholder consultations before being submitted to Parliament for approval.
