Chief Justice Baffoe-Bonnie Vows Measured Speech After Controversy Remarks

“I’ve realised that whenever I speak, I step on toes and create problems, so I’ll be more measured,” Chief Justice Paul Baffoe-Bonnie has said, responding to recent criticism over his public comments on state institutions. The Chief Justice made the reflective remark at the 45th Annual Conference of the Judges and Magistrates Association of Ghana on Wednesday, 30th September, 2026.

Chief Justice Paul Baffoe-Bonnie has acknowledged the difficulty of balancing the demands of judicial office with personal relationships and social responsibilities. He admitted that his efforts to remain humane and socially present have sometimes landed him in controversy. “I have in recent times run into some trouble in this office precisely because I allowed my humanity to overtake my official restraint,” he stated.

The controversy erupted after his working visits to the Social Security and National Insurance Trust (SSNIT) and Minerals Income Investment Fund (MIIF) on 2nd September, where he commended MIIF for impressive turnaround under current administration and questioned what had been done during previous eight years. The comments triggered debate, with NPP demanding retraction or resignation, Ghana Bar Association saying remarks left much to be desired, and critics like Fifi Boafo questioning neutrality over attendance at funerals and social events linked to NDC officials.

Responding, Justice Baffoe-Bonnie explained that there have been occasions when he attended public events to honour close friends and relatives and others when, as Chair of Council for Legal Education and Training, he undertook official visits where safer course would have been to remain behind walls of office. He stressed, “We must never abandon our humanity simply because we have assumed judicial office,” but added experiences which drew cacophony of noises bordering on pure mischief have reinforced need for restraint. Judicial Service defended him, saying remarks were made in good faith and not intended to undermine judicial independence.

The Chief Justice assured the judiciary of his commitment to protecting integrity and independence of courts while maintaining human connections. He said future public engagements will be more carefully calibrated to avoid perception of bias. His latest pledge to be more measured is seen as attempt to douse tensions ahead of pending political cases before Supreme Court and restore public confidence after removal of former Chief Justice Gertrude Torkornoo earlier this year.

Legal analysts say Bangalore Principles of Judicial Conduct recognise judges’ freedom of expression but caution against inappropriate involvement in public controversies. For a Chief Justice, perception is constitutional capital, they argue. The judiciary remains Ghana’s last institutional refuge when politics fails, and must be seen as impartial.
